A. What this report does

Reports 1 through 8 each answer “how mature is this dimension?” — streams, quotients, systems, shared spaces, layers, ability/capability/capacity, and the perception gap between layers. Report 9 doesn’t run a new assessment. It reads those eight together through a different lens: twelve specific learning levers, grouped into four structural bands, that show how much of the organisation’s learning capacity is actually built, and at which level.

B. The four bands

The bands run from concrete to subtle: L1 is what’s directly observable and measurable, L4 is the organisation’s own paradigm-level awareness of itself. Each band builds on the one before it.

C. How the twelve learning levers map to your reports

Every learning lever traces back to a specific report in the pack, nothing here is a new instrument, it’s a new way of reading what you already have.

D. What the four-band pattern tells you

Once scored, an organisation’s shape across the four bands is itself the finding:

  • High L1, low L2–L4 — resources and structural streams exist, but there’s no operating or intelligence architecture to convert them. Activity without conversion — the classic early-maturity pattern.
  • High L1–L2, low L3–L4 — learning runs operationally, but the organisation doesn’t yet read itself. No competency ladder, no system sense — interventions get designed without evidence of what’s actually needed next.
  • High L1–L3, low L4 — the machinery exists and the organisation reads its own performance, but none of it connects to a paradigm of why learning matters. A well-run but purposeless L&D function.
  • Even, mid-to-high across all four bands — the organisation is “beginning to think”: Mirror, Map, and Movement operating as one continuous rhythm rather than four disconnected bands.

E. What happens next

Report 9 is the anchor for the Learning Strategy conversation — once your organisation’s full report pack (Reports 1–8) is generated, this convergence view becomes the starting point for the Map Tier 2 engagement: a debrief with your senior team built directly on where your twelve learning levers sit across the four bands.

Data note: this report converges Reports 1–8; it does not introduce a new assessment. Scores populate once a full R1–R8 round exists for your organisation — until then, this page describes the model, not a result.
